ARTICLE I: NameThe Official name of the organization shall be the American Library Association Student Chapter at Indiana University (ALA-SC). ARTICLE II: PurposeThe purpose and goals of the organization are to: A. Encourage membership and participation in the American Library Association; B. Present to the membership the goals and objectives of the American Library Association; C. Inform the membership of the resources and benefits of the organization; D. Create, on a professional level, a community for the exchange of information and support in the School of Library and Information Science; E. Promote professional relationships and growth beyond the classroom; F. Organize programs and activities which will contribute to the professional development of members; G. Provide a forum for the exchange of ideas and information about the trends, issues, and opportunities in the profession; H. Increase awareness of national and international issues in Library and Information Science. ARTICLE III: MembershipMembers of the organization must:A. Be enrolled in Indiana University; B. Be members of the American Library Association; C. Pay a one-time membership fee to the ALA-SC. ARTICLE IV: ActivitiesA. The ALA-SC shall hold a general membership meeting at the beginning of each Fall, Spring, and Second Summer academic term, and additional meetings as deemed necessary by the Executive Board. B. Other activities and programs shall be planned to foster and support the purposes set forth in Article II. C. All activities and programs sponsored by the ALA-SC shall be open to non-members. ARTICLE V: Officers and Executive BoardA. Officers: The officers of the ALA-SC shall consist of a President, Vice-President, Treasurer, Secretary, and Program Officer. B. Executive Board: The Officers and the Faculty Advisor as ex-officio member shall constitute the Executive Board. C. Officers duties: 1. The President shall have ultimate responsibility for the functioning of the ALA-SC; shall chair all ALA-SC and Executive Board meetings; and shall act as liaison between the national American Library Association and the ALA-SC. In an effort to better document the activites of the ALA-SC, the president shall arrange for photographs to be taken at events. The president also shall consider applying for the SASCO Student Chapter of the Year Award, and will be resposible for the application. 2. The Vice-President shall assume the duties of the President in the latter's absence; shall assume the office of the President should it become vacant during the stated term of office; and shall assist the President with the duties of the executive office. The Vice-President shall also be responsible for the recruitment of new members to the ALA-SC. The Vice-President will also maintain the rolls of new members, and coordinating with the SLIS Admissions officer, strike off the roll on a yearly basis members who have graduated. 3. The Treasurer shall be responsible for financial matters pertaining to the ALA-SC, including fundraising; shall present a financial report to the ALA-SC at the beginning and end of her or his term of office; shall keep a detailed ledger of all financial expenses and; shall chair the Fund Raising Committee as provided for in Article VII:A:2. 4. The Secretary shall be responsible for maintaining minutes of all meetings, correspondence files, and other records in good order to be passes on to the next Executive Board. The Secretary shall also be responsible for the maintenance of an electronic distribution list for the general membership of the ALA-SC. 5. The Program Officer shall be responsible for organizing and publicizing the programs and activities of the ALA-SC, and shall chair the Program Committee as provided for in Article VII:A:1. The Program officer shall also keep copies of all flyers posted for the year, and keep a record of attendance at all programs. 6. The Faculty Advisor shall facilitate communication between the ALA-SC and the American Library Association, and between the ALA-SC and the School of Library and Information Science; and shall be responsible for coordinating the first ALA-SC meeting of each year and for orientation to membership in the American Library Association. 7. The Webmaster shall be responsible for the maintenance and development of the ALA-SC web pages, including but not limited to adding current events, announcements, changes in officers, and other items as the need arises. ARTICLE VI: Elections and Terms of OfficeA. Elections 1. All members of the ALA-SC shall be eligible to nominate and vote for members of the Executive Board. 2. Election of officers shall take place by secret ballot at the end of the term preceding a vacancy on the Executive Board. 3. The Faculty Advisor for the following academic year shall be selected prior to the end of the Spring semester. She or he shall be recommended by the Executive Board and approved by the ALA-SC prior to the end of the Spring semester. B. Terms of office shall be one calendar year, with no restrictions on the number of incumbencies. C. Vacancies in offices other than the President which occur during the normal term of office shall be filled by the appointment of the Executive Board. ARTICLE VII: CommitteesA. Standing Committees 1. The Program Committee shall consist of members interested in working on and publicizing activities and programs with the Executive Board member(s) assigned to coordinate them. The Program Officer shall chair this committee. 2. The Fundraising Committee shall consist of members interested in working on fundraising projects with the Executive Board member(s) assigned to coordinate such projects. The ALA-SC Treasurer shall chair this committee. B. Ad Hoc Committees shall be created as needed by the Executive Board in consultation with the members. C. Membership in and attendance of the meetings of the Standing and Ad Hoc committees shall be open to all ALA-SC members. ARTICLE VIII: Parliamentary ProcedureAll questions with regard to Parliamentary procedure shall be decided upon in accordance with the forms laid down in the most current edition of Robert's Rules of Order. ARTICLE IX: AmendmentsProposed Amendments to the Constitution: A. May be introduced by any member at any meeting, or by petition to the President for introduction at such a meeting; B. May be ratified, at any meeting following the meeting at which they were first introduced, by a favorable vote of two-thirds of those members present. ARTICLE X: RatificationRatification of the Constitution shall be determined by a majority of those members present at a meeting called for such ratification. |
